Needs updating for the so-called 'smart motorways'. Straddling the centre line of a minor road is often safer than sticking to the left hand side: This improves your visibility to oncoming traffic, and improves your view around around left hand bends. It also gives more space for cyclists and pedestrians, potholes, puddles etc. It is quick and easy to move to the left when necessary.
