having just completed your course and being a safety officer as well as spanset approved working at height rescuer and occasional climber inspector. i disagree with your answer to who is reproducible for inspection of working at height PPE and equipment, i do not believe it is just employers,but also employees should carry out basic examinations of all PPE prior to use and if in doubt report it to a supervisor/employer. i cant remember exactly the wording of the question i got wrong,but i think it was a choice or inspections between employer and employer
